Public Safety Report (Q3)

Crime rates in IRN-CO9 have dropped 82% following last year’s implementation of the Predictive Harm Mitigation Protocol (PHMP).

The Bureau reminds citizens that early intervention—including selective detainment based on pre-offense indicators—maintains a 96.4% success rate in preventing future felonies.

“To those questioning the ethics,” said Director Halstrom, “we remind you: we do not punish people. We protect probabilities.”

The report also confirms that state euthanasia protocols remain suspended except in cases of:
